I am seeking clarification on the selection of C.O.L. Representative for 2028.
Can a Past District Governor nominate themselves for the position of C.O.L. without Club endorsement.
If the Club President and Club Secretary must sign the nomination would that have to be received prior to the closing date of said nominations.
Can a District appoint an alternate without calling nominations first.

I passed on the document on selecting 2028 COL Representatives and Alternates from the RI website and followed up with:

The Club President and Secretary must sign the nomination, so it is not a self-nominating process. If a person from another Club is nominated, that other Club’s President and Secretary must also certify the nomination.
If the Club President and Club Secretary must sign the nomination would that have to be received prior to the closing date of said nominations.
Yes, or the person is not certified.
Can a District appoint an alternate without calling nominations first.
Representatives and Alternates must be nominated the same way through the same process.
If a Nominating Committee has inadvertently gone against RI bylaws and policy, it might be better to delay the process and get it right.
